Building the compensation policy for expatriate personnel: ECA Italia’s staff of consultants works with the human resources department with the aim of giving it a tool for managing and controlling expatriate personnel. The expatriate management policy defines the guidelines that must be implemented in order to define the economic and regulatory treatment of expatriate/transferred personnel.
Pay Package for expatriation
Building overseas compensation packages: ECA Italia’s staff of consultants is able to build up a pay package proposal for overseas assignments, in line with Company’s Policy or adopting a proper model. ECA Italia can also define compensation and best practises for managing personnel on business trips/short assignments.
Pay benchmarks for expatriate personnel
ECA Italia can benchmark expatriate pay package taking into account the characteristics of each country of assignment, as well as the weight/role of the expatriated resource.
Pay benchmarks for local personnel
ECA Italia’s staff of consultants can provide the client company’s human resources department with data and information such as compensation trend, company cost, and net cost of key job positions with reference to the local salary markets.

ECA Italia’s staff of consultants supports the human resources department in defining the proper tax planning for expatriates, in compliance with the regulations of the home and host countries, and in line with a proper policy of tax neutrality.The activity may focus on such aspects as defining the tax home, tax credits for double taxation, and supervision of overseas tax compliance processes.
Management of intercompany costs and re-charge policies
ECA Italia’s staff of consultants supports the human resources department in defining the policies linked to managing expatriation costs, with particular reference to intercompany recharge procedures, through the building of:

Contracts for overseas employment
Definition of the contracts for the overseas assignment. The contract document is built with the aim of guaranteeing protection both for the company and the worker, in compliance with home and host laws and in line with expatriation compensation policy, tax and social security dynamics
Analysis of social security and insurance problems
ECA Italia’s staff of consultants supports the client company’s human resources department in analyzing the social security dynamics during expatriation, guaranteeing analytical information for managing expatriation in countries adhering to the convention in terms of social security, as opposed to expatriation in countries not adhering to the convention (e.g.: for italian expatriates through the application of law 398/87).

Since January 2005, ECA Italia has had its own office specially dedicated to supporting the human resources departments in defining immigration policies and strategies. EKS, ECA subsidiary for outsourcing services, is able to provide a complete support for the release of work permit for non-EU nationals.
